An old maxim in policy is that “where you stand is based on where you sit.” That is, your stance on an issue depends on your circumstances or the place where you sit. The purpose of this assignment is to investigate a brownfield site and assess where its stakeholders stand. In the process, you will consider where they sit. For example, a private developer proposing to redevelop a dilapidated urban site for business purposes may have very different ideas about how to do it than a city official, a community leader, or a local resident. Therefore, they may look at the site and “see” different opportunities and, consequently, may advocate different redevelopment plans.

In this assignment, you are to identify and select a brownfield site, and then you will review readily accessible stories and/or redevelopment plans for it. Step 1. Select a Site

Identify a brownfield development project of interest to you.

If your state does not have a program, choose a site from another state. Alternatively, you may select an underutilized site of interest in your community that qualifies as a brownfield: an underutilized, blighted site with known or suspected environmental quality problems. Step 2. Identify Stakeholders

Read a story or two about your selected brownfield site to identify some of its stakeholders. You may find one of EPAâ€s “success stories” a good place to start. Beyond that, search the archives of a local news source for details about stakeholders and their conflicts that the “success story” may leave out.
You should strive to identify at least three stakeholders. In addition to learning their identities, you will need to identify at least rough addresses for them to locate them on a Google Map.
In addition to the location of the stakeholder, write a 2-3 sentence summary of the stakeholderâ€s position or preferences about the site. You may need to infer this position based on comments the stakeholder makes. Use good reasoning and sound judgment when summarizing stakeholder positions.
Step 3. Create a Brownfield Stakeholder Map

Use the Google custom mapping feature at google.com to create a brownfield map. On the map, place stakeholders based on the addresses, you identified in Step 2.
NOTE: You will need a Google account to create a map. If you do not have a Google account, you can create one for free.

Go to google.com.
In the Search box, at the top of the screen, enter the address of your brownfield site and then click the Search Maps button. A map of the site appears.
On the top right of the screen, click Sign in to access your Google account.
After signing in to your Google account, on the left side of the screen, click My Maps > Create a new map.
In the box on the left, add a map title and description.
In the Privacy and sharing settings section, select the Unlisted option. This makes your map visible only to individuals with the mapâ€s address.
On the map, locate the address for each stakeholder you identified in Step 2 and place a blue placemark. In the placemark pop-up box, enter identifying information for each stakeholder.
Be sure to save your map.
On the top right of the screen, click Link. The web address of your map displays. Be sure to include your mapâ€s web address in your final submission.
Step 4. Reflect on Stakeholders†Geographies Environmental Issues Essay Assignment Paper

After creating your Brownfield Stakeholder Map, write a 1- to 2-page paper summarizing the stakeholders you found and the information you have on their stakes (i.e., interests and policy positions) in the redevelopment of this brownfield.
In your paper reflect on the geographic locations of stakeholders by responding to these questions:

Does the physical distance seem to have an influence or “predict” the preferences of the stakeholders? Explain your reasoning.
Based on the sources you reviewed, do there appear to be other factors that influence stakeholders†preferences for a brownfieldâ€s redevelopment? Describe as many as you can, but only do so insofar as you can provide evidence, such as a quote from an article, to justify your argument.
